What you mean is "the U.S. Navy never reports having problems like this". And if the commercial nukes had the luxury of bottomless pockets, they probably wouldn have the problems either.

They did when they were built, the taxpayer (technically called rate payers). Most nukes were built with construction extimates under $1.5 Billion and most ended up costing around $6-7 billion. The rate payers pick up the vast majority of the overage, the shareholders hardly suffered.
