They should call the system SPACEGUARD, after a similar project described in a novel by Sir Arthur C. Clarke.

That's true, apparently warning everybody does not correlate with saving everybody. Warning us that earth will be split in two by an asteroid next Monday probably wouldn't do us a lot of good.
