It has already been reported that Jeb had to call off the DFC because the sheriff's would not stand down without the judge coming with them and rescinding his order.

Is this why Jeb Bush called off DCF? If so, it was not, therefore, because it was illegal for Bush to do so but to avoid potential violence between different governmental agencies. Is this correct?

The combination of a potential for violence between government agencies coupled with the fact that he did not have the courts on his side would have prevented any Governor from acting.

Yes - partly. DCF has to file an order to remove with the circuit court - who then have 24 hours to rule for or against the removal. Of course Greer didn't wait to rule against the removal of Terri - therefore - the court order stopped the DCF.

It wasn't to avoid violence - it was to obey the court order - which the police at the Hospice advised they were willing to enforce.

Jeb could not go against the court order and in turn order the DCF to do something illegal. That's just plain nuts.
