MOST RUSSIANS APPROVE OF NEW GOVERNOR APPOINTMENT SYSTEM

MOSCOW, March 28 (RIA Novosti) - At the moment, 54% of Russians approve of the governor appointment system (by regional legislatures following the president's recommendations) proposed by Russian President Vladimir Putin. Thirty-nine percent disagree. In September 2004, after Putin put forward the initiative, 38% of respondents backed this proposal (partially or in full), and 48% disapproved of it.

This is the information of the all-Russian Public Opinion Center, which conducted a representative survey of 1,600 Russian citizens in 100 cities and towns in 40 regions, territories and republics on March 13-14 and March 19-21. The statistic error does not exceed 3.4%.

Some governors have tendered resignation, despite the fact that their term has not expired yet. Fifty-four percent of Russians are negative about such practice, and 23% support the governors.

On March 9, the president dismissed Vladimir Loginov, the governor of the Koryak autonomous area (the Kamchatka region) for losing the president's trust and failing to fulfill his duty. The decision was approved by the majority of the respondents - 52%, 19% rather supported it, and 4% disapproved. Nearly one fifth of Russians (18%) heard nothing about it.

If the president had dismissed their governor for poor performance, then the majority of the respondents (57%) would have approved of the president's move on the whole, including 30% who would have been certainly positive about it and 27% who would have been rather positive. Twenty-six percent, including 6%, are absolutely negative about it.

On the whole, the dismissal of a governor who has lost the trust of the president is backed by nearly half of the respondents (49%). Only 6% find this practice inadmissible. At the same time, over a third of the respondents (39%) believe it should not become common practice but should only be applied in exceptional cases.

But what is the geograhpical distribution of this? I wonder if had 80% popularity in Moscow and St. Petersburg, and the rest of the country opposed it.

Sounds like the OSCE sponsored "vote" in Moldavia where the Communists (now your friends) were allowed to do anything they wanted. But what to expect from the EU?

That's up to the Russian public to decide. Of course by then there is a good chance you won't even be a nation anymore, so your vote and word will matter little. Brussels (Germany/France) will speak for you.
