Norwich, NY -- A man and a teenager have been charged with forcibly tattooing an obscenity on the forehead of a 17-year-old boy, police said Monday.
Officer Craig Berry declined to describe the tattoo, except to say it was a phrase.
"It's just ludicrous that someone would do something like this to another person," Berry said.
Kenneth D. Peer, 23, and a 17-year-old boy were charged with assault and unlawful imprisonment. Police were withholding the name of the 17-year-old, who was charged as a youthful offender, Berry said.

There's a new reality show on MTV called "Meet the ..." (can't remember the name)...anyway the baby has a pierced lip! Unless my eyes are failing me, that's what I saw.

Sick. Since this youth will require surgical removal, he will be scarred for the rest of his life. It's a mutilation. I hope the thugs get serious jail time. But I'm guessing that would only be reserved for freaks who might do this to an animal.

I've seen every weird tattoo on the faces/arms/backs/etc. of young crooks. I just shake my head when I see a 16 year old with gang tattoos all over him plus "F--- Cops" written on his neck or forehead. Then they whine when they get lots of attention on the streets from L.E. officers.

At least this idiot had a choice: "The incident occurred in 2000 when disc jockey Ben Stone offered backstage passes and concert tickets to anyone who put a temporary "93Rock" tattoo on their forehead. He then offered $150,000 paid over five years to anyone who had the station's logo permanently tattooed on their forehead. So Goddard and Winkleman, being mental giants with great foresight and long-range vision, did just that. Winkleman says he called Goddard and the two men made plans to get KORB's logo plastered on their forehead. Of course, Winkleman was no dummy. He first called the radio station to make sure the offer was legitimate. When someone assured him that, yes we will give you $150,000 if you put our full-color logo on your head permanently so everyone can see it until the day you die, I'll bet he thought he was going to live the rest of his life on Easy Street. I guess you have to get up pretty early to fool David Winkleman. But wait, things didn't go according to plan! Not only did the station not pay either man the money they were promised, they were both fired from their jobs the following day. And since that fateful day in November, 2000, neither man has been able to find work ever since. Now I've seen lots of people with tattoos, numerous painful piercings and intentional disfigurements (like those earrings that create holes the size of dimes -- what's THAT all about?), but I'll never understand why someone would 1) put a tattoo on their forehead, or 2) wear a tattoo of a radio station that is now guaranteed to become a Barry Manilow cover tunes station. I can only imagine the decision-making process the two must have used."

Talk about "PEER" pressure.

On the face of it, this seems a bit more than a harmless prank. Then again, an obscenity tattooed on his face would more than likely be considered "def" or "cool" to the young man's peers. Tattoos are easily removed by laser and soap and water. And, while it certainly would have been better to get his permission first, I really don't think the "offenders" did anything criminally wrong.

You're kidding me? At the minimum, it's some kind of assault.
Happy 1 yr Freeper anniversary.

Certain sounds like a legal case. An offer of payment was made, the offer was accepted and acted upon. I'd award them the $150,000 and perhaps a bit more for what has probably been the disc jockey's on-air lampooning of these two men.

You're right - I'd read enough and just clipped that part - didn't really find out what happened.

This was not a temporary tattoo- this was an obscenity permanently placed on this kids forehead with a needle through several layers of skin. Soap and water is not going to get that out. He will have to have it removed with a laser and that is not quick and not painless. It is very painful and several visits are needed to remove the tattoo. Many times the tattoo cannot be completely removed and can be seen faintly through the skin.

Your talking about forcing somone to recieve needling on to their head with ink.
Thats got to be a few felonies and jail time, if the kid consented, its one thing, he didn't, they forced him.
Also, I don't know what kind of tattoos you have, but it takes laser surgery to remove them, if they are real, soap and water is not going to cut it.

He once had to represent a guy who had "TRUST NO BITCH" tattooed across his forehead.I got one better, I knew a cop who arrested somone who had "MS-13" tattooed on their forehead, lips, hands, etc.
Same guy kept telling the cop, he wasn't in a gang, and was he really studying to be an accountant.

He missed the best argument. Should have told the cops he was a savvy investor and just wanted to brag to the world how little he had paid for his Microsoft shares.

Laser removal is relatively painless but admittedly time consuming. This sounds like nothing more than some rather barbaric "initiation" ceremony where the "neophyte" has had second thoughts. I don't agree with the force involved, but if the two offenders remove the tattoo, then a fine and perhaps community service is adequate punishment.
