So it's ok for them to ban people born in Latvia from voting, while giving Germans or Spaniards who reside there for 6 months the right to vote? Is it ok that they have government sponsored Nazi marches every year, like two weeks ago in Riga?

No - the Neo-Nazis who run Latvia hate the Russians - the ordinary people ignore these provocations. The Soviets invaded the Baltics - they then force migrated people of all ethnic stripes into Latvia - All you can say is that they are Russian speakers for the most part - They can be Ukranian, Georgian, White Russian or Jewish, etc.
As for Latvians and the Jews - that's another story.
