The multi-ethnic Red Army, which allowed the multi-ethnic Soviet government to treat Latvians, Russians, Georgians, Ukrainians and every other ethnic group as nothing more than pawns.

If the USA was conquered and occupied for 50 or so years and the conquering nation forcefully moved people into the USA, I would be in favor of granting them citizenship once the conquering empire fell apart.
