I understand where you're coming from, but can't agree with that. Apologizing to the Waffen SS would be in effect saying that their evil was right. It was evil then, it's evil now. Nope, no apology to them.
Of course you make sense and Naziism was wrong. Our leaders are wrong to embrace (or allow to happen) some of it's central philosophies with respect to the situational ethics-based "Convenience and Inconvenience of Life", or as they would have said, "Life Unworthy of Life".
