It's one thing to plan to attack, but when it comes time to act, will the leaders think about the perks that they enjoy, the money, women, vacations, kicking people around on a daily basis..versus Japan, the USA, Taiwan and South Korea bombing their ports, government buildings; destroying thier military infastructure--on and on and on....
This may be a bit of saber rattling....
