Yes it is ... but what gets me is;

"Reyes' arrest is part of a new Immigration and Customs Enforcement anti-gang initiative called "Operation Community Shield."

Apparently the arrest would not have been made unless this 'new initiative' had been enacted.
Does this mean that shopping carts were a common means of transporting firearms from one location to another?
