Its called propaganda, the same ole stuff that was first massivly used by the Nazis in WW-II. Hitler even had a propaganda minister- Joseph Gebels.
For example, before the invasion to Poland, the Nazis claimed as if Polish soldiers attacked a German police station in the Polish-German border. They even documented the "attack" on cameras. However, the invaders were actually S.S soldiers, dressed like Polish.
Propaganda from such a kind is used in dictatoric regimes, not in democratic regimes.
The same kind of propaganda is used by the extreme Islam - lies to achieve the purpuses of your war.
