Well, wishful thinking sometimes works, especially if you're in the process of destroying a democracy. However, here is the Governor's latest statement:

Florida Gov. Jeb Bush is under growing pressure to intervene, but he says he "cannot go beyond what my powers are."

under Florida law, the governor has the power, without court clearance, of taking a citizen into custody for a 24-hour appraisal if it is suspected they are in jeopardy

According to that last statement he has not done all he can do.

Well then, Governor Bush, at least go as far as what your powers are because you've been pulling your punches, skillfully but pulling them nonetheless.
