The police do a lot of things to ensure their own safety. It's not personal, it's just how it is.

Do they carry special baby-sized cuffs, or just crank them down extra tight? That was not necessary.

It was also not necessary for the family to be there in the first place, disobeying the law.

Place blame where it goes, with the parents. Whether or not they (or you) agree with the decision you still have to abide by it.

Civil disobedience is not going to fix this problem.
