Why don't we let the neurologists who are not hired guns for one side determine that?
Over the last 10 years, we have found that within limits, apparently they can. Most of the stuff about when and how brains stop developing we thought we knew in 1990 has been shown to be false.
That may or may not be relevant in this case, but I thought I'd make that correction.
