There is a possibility that he just plain hates disabled people. Instead of considering them with compassion, he regards them with disgust.
PBS had a program recently about the Nazi's T4 program, where disabled people were rounded up and euthanised. Physicians who signed the euthanasia papers often didn't even interview the patient/victim, they relied on med reports sent up the chain of command.
