Jeb was asked at the news conference, and said that himself (That DCF makes the call, not him). That being said, I'm sure he has at least powers of rational persuasion.
Is the DCF under control of the Executive, Legislative or the Judicial branch in Florida?
I saw that, but Jeb could still order the national guard in to enforce it, if the DCF decided to move in. That is my point.
