My understanding is that as chief executor, the Governor controls all the LEOs, especially in emergency situations, such as if he orders a directive for the DCF to move in and take Terri out. This is the only procedural way to avoid a "shootout" between local and state police. Also, it was my understanding that state police had authority over local police in state issues, for which this situation would qualify.

I think you are probably correct re emergency situations. If Greer's court is a State court, rather than a county court, (and it probably is) then you are again correct. I didn't think it through as well as you did!
