No, a judge cannot order the police to disobey the Governor's orders enforcing a law that is on the books.

Under 2 (b), DCF has to have a hearing within 24 hours after removal. Greer has blocked them from removing her--as I understand it, law enforcement and DCF were on their way to remove her under this provision when Greer stopped them from doing so. DCF didn't act fast enough to take Terri into protective custody--had they taken her into custody, they could've put her in the hospital to rehydrate her and kept her in their custody until a hearing. Will they disobey the court order? Who knows.
I don't think that it applies to the DCF, however if the DCF tries to go in without a court order they may very well be barred at the door by the police. In any event they (and Gov. Bush) will be treading on almost non-existant legal ice.
The restraining order would be invalid if it contradicts established law. So Greer can go urinate horizontially at the proverbial twisted hemp product.
