I think Jeb Bush's 3pm statement was the same strategy as when Arafat's people spent days announcing that Arafat was "dying" before he finally "died": they didn't want people to be too shocked. Since Jeb Bush called the 3pm press conference today -- as opposed to tossing off questions as he ran to a car or helicopter -- I think he was calculatedly preparing Florida (and the country) for Terri to be grabbed tonight.
