Apparently they tried to intervene before and Greer wouldn't let them. The item below, which I found on the Jurist website, was dated March 10; I would assume they've been trying to get their ducks in a row in a way he couldn't do anything since:
AP is reporting that a judge has rejected a bid by the Florida's Department of Children and Families to intervene in the Terri Schiavo right-to-die case. The Department had sought an additional 60-day stay [JURIST report] of the removal of Schiavo's feeding tube so it could investigate allegations of "abuse, neglect or exploitation" by her husband, Michael Schiavo.
I believe that she will taken into DCF Protective Custody before Thursday's day break. Have some faith that they know exactly what condition Terri is currently in. Terri has lasted close to 144 hours before without her feeding tube and she is currently at 123+ hours right now.
They will not wait long for Greer. I say they will give him until the end of the business day maybe a couple hours after that then they will move in and take her. They have to do carefully so they can stress her body out more. I would imagine that a life support helicopter will be flown in to take her to another hospital under DCF's protection. One they get the tube back in her... then DCF has to make a filing within 48 hours to the court. Once she has the tube in her... Greer or Mikey will play hell trying to get it taken out again once they get it back into her.
