GWB could send the whole Marine Corps down there, and what could the PPPD do about it?

The Posse Comitatus law wouldn't allow for that. The military can only act as advisors for law enforcement in such instances.

Well, that's ok - just have a very large number of "advisors."

True about the military, but not the Florida National Guard. They are under the Gov.
