Did the Congressional Bill order the Judge to have it re-inserted?

From my understanding the Law does not compel the Court to take the case. Leaves it at the discretion of the Judge.

I heard last night that the family had received a positive response from all of the federal judges that might receive the case, and they all stated they would accept it. Let's hope I heard right!
