In an age when the Privy Council of Jamaica supersedes our state legislatures in matters of juvenile criminal sentencing, why should the proclamations of the President of the United Mexican States not supersede the acts of the Congress of the United States in matters of immigration and border security? It seems that intelligent Vincente Fox understands American legal traditions and merely manipulates them to his own ends. There's nothing wrong with Fox; it's our own defective Constitution!
