That is the impression.

It will be "de novo" review.

From square one. I do hope the contain who Felos is representing. Felos does not represent Terri.

My non legal legal opinion is that all available evidence will be considered. Further, I believe the result could be whatever they want to make it and nothing is cast in stone.

IMO, one of the things that has to be done is to flush out the facts regarding TS's condition, to obtain adequate explanations why therapy, etc. have not been performed, to determine whether the "husband" has a conflict of interest, and to consider all other factors associated with her situation. It is possible this has already be done, but it has not been done to everyone's satisfaction.
