According to what DeLay said last night, he and others were working on resolving the wording issue in the Bill, so that both the House and the Senate would pass it. I don't think they were just sitting on their hands today.
Also, for Congress to meet today, the President had to call for an emergency session, so let's also give President Bush credit for acting.
Then again the fact that several need to return to Washington just MIGHT have something to do with it!
