Can the courts order Congress to pass a particular bill?

The Massachusetts court certainly ordered the Massachusetts legislature to pass the homosexual marriage law.

Not really. They gave them 180 days to amend the law or warned that they'd impose their interpretation. That's obviously a case of legislating from the bench, but they didn't actually order the legislature to do anything.
