The Matricula: Good for Everything and for Everybody?

If there is no further opposition, Illinois could recognize consular matriculas as official identification in less than two months. The question is whether there will be matriculas for everybody.

The Executive Committee of the Illinois Senate this week approved with minor discussion SB 1623 introduced by Martín Sandoval. This bill would oblige state authorities at all levels to accept consular matriculas as official identification documents.

The bill defines the matricula as official identification issued by a foreign government through its consulates to its citizens living abroad. SB 1623 directs all offices and local authorities in the state to accept matriculas as valid identification, although it does not forbid their requesting other documents to confirm the information. This includes, for example, all police departments in Illinois. The senator says this law will help immigrants identify themselves while at the same time benefiting the police and financial institutions, improving their relations with immigrants.

That is, it prohibits refusal to accept it unless the authority has “reasonable doubt” about the authenticity of the document presented. If the Illinois legislature passes Sandoval’s bill, the state would be the second in the country to recognize consular matriculas, after Indiana.

A new and better system, but with more problems

But it isn’t all roses for the matriculas, or at least for the Mexican ones, the most common in Illinois. The document is presently recognized by a half dozen city governments and police departments, as well as by the FDIC and dozens of national and international banks, according to Consul General Carlos Manuel Sada Solano.

But in February of this year a new computerized system went into operation. It enters the data of people requesting consular matriculas and other documents. Although the intention was to modernize service, the result was just the opposite. The amount and kinds of data required by the new system have slowed down the process of issuing the matriculas.

As a matter of fact, the Mexican Consulate is presently issuing around 300 matriculas a day, while it was issuing 650 a day a year ago and a thousand a day two years ago.

According to sources in the consulate, a limited number of passes are given out each day to applicants, the number being how many matriculas can be issued. With increasing regularity, people have to be told to come back another day.

Generally no more passes are given out after 9:30 in the morning.

Furthermore, once the day’s documents have been given out, consular workers must process the documentation applied for that day so that it can be entered into an electronic database. That is, every birth certificate, every credential or proof of address, every paper, must be scanned and digitized for electronic storage.

Part of the problem, or of the consequences of the new system, is all the new information required of applicants for matriculas.

The new consular form “VERSION 1.1 (JANUARY 2005) Application for Matricula 49.PUR” requests, along with the former data like address and date of birth, the applicant’s highest level of schooling completed (less than primary, primary, high school, university, specifying whether one was graduated or not), occupation (where one chooses among masonry, driver, cook, employee, student, homemaker, gardener, waiter, laborer, painter, taxi driver, businessman or woman, professional, or “other”), and information on relatives and acquaintances in the United States and in Mexico, including their addresses, telephone numbers and their mothers’ maiden names.

All this is in addition to the big change involved in providing the so-called “biometric data:” not just age, height and weight, but also eye color, hair color, complexion and skin color.

Another change that came with the new system is the elimination of the so-called “discretionality” of consuls for issuing matriculas, and also of what were called “temporary matriculas” valid for one year. These were formerly issued to people who did not have all the documents required or who had to provide new documentation. The temporary matriculas gave applicants a year to obtain, certify or renew documentation in Mexico.

In spite of the new system, the high-security Mexican consular matricula is issued on the basis of only a “guide” or “directive” developed by the Office of Legal Affairs of the Secretariat of Foreign Relations. No formal Regulations have been issued yet.

Whom does it serve?

The new high-security matricula is issued in response to criticisms and questions raised by various politicians and authorities in the United States. For example, California radio commentator Terry Anderson boasts of having a fake matricula which he claims he bought in McArthur Park in Los Angeles, right in front of the Mexican Consulate, for forty dollars.

Anti-immigration organizations such as the Center for Immigration Studies insist that the matricula not only subverts immigration laws but furthermore is not a secure document. This organization assures us that Mexico does not authenticate documents used to obtain it by comparing them to databases in Mexico; it even speaks of the Immigration Service having reported finding various matriculas with different names issued for the same person.

And so the Center for Immigration Studies concludes that the matricula has become a cover used in the United States for criminal activity, in that there is no verification of anybody’s identity, and also because police departments in places that accept it as valid do not review the criminal records of those who carry it when they arrest them for other possible crimes.

For his part Congressman Tom Tancredo has even introduced bills, among them HR 501, that would forbid the acceptance of the matricula by federal offices for the provision of public services, considering it to be readily faked.

By adding to the requirements for the issuance of a matricula, verification of identity, digitizing the database for its bearers and adding biometric information, the Mexican government has tried to assure US authorities that it is a trustworthy document. At the same time, however, the document is becoming ever less accessible to people who need it.

As of the close of this edition, bill SB 1623 is being discussed in the Illinois Senate. If passed, anybody who can gather all required material and get a matricula will be able to use it with confidence in all cities and counties in the state. © La Raza

It is an ID that they use from Mexico. If you get a couple of folks to write a letter saying you are Juan Garza..
You can get a Matricula issued for you...it does not matter that you may be a child molester, a mass murderer or pervert. There is no way to track WHO you are. Mexico does not know who they are sending here.

You could have a crimminal record a mile long in Mexico, AMERICA has NO WAY OF KNOWING.

You or I CAN go buy a Matricula

All these documents that they are so meticulously scanning and entering into their database like Mexican Birth Certificates can be counterfeited and purchased in the city parks of any sanctuary city for $50. Garbage in, garbage out. These IDs remain worthless.

Recently B of A who accepts the Matricula Consular, announced that they will allow $1,500-per-transaction limit to be wired to Mexico per day , and with the average wage in Mexico at $4 a day for honest work, one has to wonder who is taking up B of A's services?
