I'd like to see the "legal reasoning" for that ruling. POS.
I'm willing to bet that it's being disallowed because "it could put her in jeopardy of death by aspiration of foreign matter into the airway" -in other words, you can starve her to death, but God help you if you cause her to choke.

Well, at the nursing home that I'm familiar with (family member there), if they advise you that there's a risk of choking and you still want them to offer food, they do it using techniques that minimize the risk and hope for the best. They don't refuse to offer food b/c of the risk.
