Personally, I think that these smog checks are an unfunded mandate forced on people. I also think the smog check industry has become a regulated monopoly.
I am not totally opposed to this...maybe I am missing something here...you seam to be little more outraged then usual....fill me in.

I'm with you, the program was designed to voluntarily help remove polluters, and does so with its financial incentive...they suspended it in 2002 because of lack of funds...of course we all know that smog and people respect our borders and don't cross it...
Ok, forester... Here's the deal! We fought the Wilson Administration with it's MTBE and it's support for GANG-GREEN's numerous and varied attempts at usurping land-use control from local elected representatives for 8 long years!
Then we contiued the fight with the help of one consistent conservative media voiced out of the Bay Area... Melanie Morgan on KSFO who organized protests at the Crapitol against MTBE, SMOG-CHECK-II and even started the historic CA Recall election signature gathering with Sean Steele of the CAGOP!!!
Now the Recall gets hi-jacked by an aledged Republican who puts back in our faces what we fought Davis on (an WON) and here comes this idiot putting it all back in our faces to the power of 10!!!
And to make it worse... Some of us who protested at the Crapitol could see this coming on Arnold's campaign website, yet we have to put up with FReepers, including the owner of the site, telling all of us we'd be better off with this guy! And look what's happening!! FReepers standing around picking their danged noses like nothing is happening!!!
It's MADDENING!!!
I believe they do have such a program. Unfortunately, the state doesn't have any money, we tax payers provide the money.
I just don't see why you think, I as a responsible hard working person who keeps my car in good condition should be required to pay to fix every junker in the state. Especially since the worst ones are often not even driven by a person legally in the US.
