The Institute, according to its Web site, is technically a not-for-profit 501(c)(3) organization, "representing a thoughtful, moderate voice for reform in the campaign finance and election administration debates." I am on the BOD of a 501(c)(3) organization and we can't do this kind of stuff...........why should they be able to do it?

You can put out all the studies and reports you want, you just can't get involved in the actual legislation.
