And why did Chevron stop it? Because it was not profitable, because of the regulations and red tape involved?

Possibly because it was cheaper to do outside America?

If it had been doable, profitable, and could be maintained, I feel sure it would have been done.

Chevron pumps California bbls into Arizona at an excellent margin. They made it abundantly clear that they could supply bbls via pipeline below Pennzoil's cost into the market if the refinery came on line. They demonstrated this by slashing their price for 10 days to prove their point. Pennz got the message.
