I know this may be percieved as "statist"...but I beleive from a law enforcement and counter-terrorism standpoint, it makes alot of sense: round up and detain ALL street gang members. Start in New York, LA, Chicago, Detroit, Philly, Miami, Dallas, and Atlanta first, and work down from there. You'd really be killing 2 birds with one stone.
Pretty hard to do when you consider that there may be as many as 750,000 gang members in this country (heard that on the news this morning). Thats almost as many folks as are in the Army and Navy combined.
