Convention Ctr - Capitol Hill area
White House - Downtown
Dupont Circle - Woodley Park
Georgetown - Foggy Bottom
Or should we consider any Hotel next to the subway/train and stay out of the downtown area?

I recommend staying in the King Street/Old Town Alexandria area, just south of Crystal City and right on the Blue and Yellow Metro lines. There are plenty of hotels, which will likely be a bit cheaper than closer to downtown, and Old Town has tons of restaurants and historical sights. And it's only about a 20 minutes Metro ride into downtown.
