I agree with you.

The Casino owners do everything in their power to whittle money out of unsuspecting punters that enter the halls of the gambling dens. Some guy with a nervous tic and a shoe-fixation walks in and cleans up and they start an international no-holds-barred inquiry into him and his cobbler.
