Why don't they just take it all at once, go through a famine, blame the West, get foreign aid, spend it on wine, women and song, then say it's not enough.

Haven't those communists heard about Smart Growth, property taxes, "concurrence", zonings, inheretance taxes etc? We've been using those socialistic practices for decades and it has worked in the US. The can have 100% of their lands to whereve they want it in a generation.

Is this story just a re-release of an article from the 1920's or 1930's?

I suppose not. I guess it's just that much of Africa is now experiencing the same time period everyone else went through almost 100 years ago.
