Nope. My guess is they are treated the same. However I think it may not be politically palatable for black suspects to enter courtrooms handcuffed and shackled in such a "progressive" city as Atlanta. Here in Tucson AZ suspects are led into the courtroom handcuffed and shackled together in orange jumpsuits. Maybe I am being a little too cynical this morning but somehow I can't see the liberals who run Atlanta permitting predominantly black suspects being led into the courtroom similarly in Atlanta.

Not in front of a jury, they aren't. You are thinking about arraignments before a judge, not a jury trial.
