No, she's reiterating US policy as it has been for decades. The "one China policy" just means that the US government doesn't officially recognize any government on Taiwan. However, the US is forced by law to sell arms to this non-existent government. Yes, it's a crazy contradiction, but it's been this way forever. Nothing new here.

Not recognizing their government on Taiwan does not mean it does not exist. It does exist and we do quite a volume of trade with them and we have numerous trade and treaty relationships with them.
