I have no idea what you are referring to.
If someone almost finds out about it [misses a withhold] and they fear that that person knows about their big secret.
In self defense, they try to discredit a potential accuser, by saying bad things [nattering] about the person who 'missed the withhold'.
In my experience this invariably includes accusing the person they are nattering about of being guilt of the very act they thought they got away with!
As long as the danger of being discovered exists, the nattering continues and gets worse.
The only Scientology cure is 'pulling the withhold', finding out what exactly did happen. This clears the air and removes the fear of discovery that drives the nattering.
(of course the person who committed the original overt still has to set it right, but at least now that can happen, and they can return to the group in good graces)...
