No it's not. If that were the correct definition, then killing deliberately in self defense, state executions, and military/police actions would all be considered "murder" as they are all deliberate taking of human life. But they are not considered murder.

So, is the deliberate taking of innocent human life then murder?

Only if it is so judged at a trial by jury. A trial by jury is one of those rights given to us by God. Otherwise it is, like abortion, the killing of an innocent human life. We all hope that one day abortion will be considered murder with the exception of cases of rape, incest, and when the life of the mother is undeniably threatened.
