This seems like a tempest in a teapot to me. After all, the total amount involved is $15,000. I don't think that that adds up to much in the grand scheme of things.
The MEI and MEALAC get Title IV Funding from the US government to train Arabic speakers and analysts for the War on Terror. This is a Federal issue and one of National Security.
