UNITED NATIONS (AP) - With violence in Iraq returning to pre-election levels, the U.N. secretary-general warned the Iraqi leadership and American military Thursday to take care not to step on the civil liberties of an increasingly frustrated population while fighting to crush the revitalized insurgency.
Kofi Annan also said in his report that the scale and sophistication of insurgent attacks were increasing, worrying signs as Iraq's new leaders prepare to take power. Earlier Thursday, a suicide bombing at a Shiite mosque killed at least 47 people, and on Feb. 28, a suicide car bomber killed 125 people, mostly Shiite police and National Guard recruits.
Iraqis will expect security and living conditions to improve now that their elections are complete, but the government and multinational forces must tread carefully, Annan said.
"Particular care should be taken by those responsible for ensuring security to see that their actions do not adversely affect the civilian population," Annan wrote in the report.
The rise in violence is troubling because many Iraqis and outsiders had expressed hope that the country's landmark Jan. 30 election would help weaken the insurgency and were encouraged by the lull afterward.
Annan's report reviewed U.N. actions during the past three months. It praised the peaceful nature of Iraq's election, saying the vote offered a new opportunity for Iraqis to build a democratic country.
The next step for Iraqis will be crafting a constitution. Annan said his special representative, Ashraf Qazi, was meeting with Iraqis as they begin that process.
Soon after the report was released Thursday, Iraq's main Shiite party and a Kurdish bloc said they reached a deal that sets the stage for a new government to be formed.
The deal between the clergy-backed United Iraqi Alliance and a Kurdish coalition will allow a new government to be named when the 275-member National Assembly convenes next week.
Annan warned of the possibility of still more strife between minority Sunnis and majority Shiites, saying it was crucial to seek reconciliation now rather than let simmering unrest boil over into a wider conflict.

When will the Iraqi people stand up and take on this fight? I am about ready to just give up on them, they seem to be cowards, and easily run over by bullies, it seems to me that most muslim folks are cowards. Are there any brave Muslims? Iraqi? Iranian? Saudi? Syrian? No I didn't think so, you all are rulled by terrorists and to CHICKEN to fight for your freedom, well most of you don't have a clue what freedom is anyway, so, if you are not going to join 2005, just crawl back in your muslim hole, read your little koran and believe your little silly religion and leave the real world alone! **It has succeeded in taking a load of our taxes and squandering them with no appreciable improvement in any project it has embraced.
**It has provided limitless opportunity for squirrelly, pretentious little gnats from nowhere to live higher than they ever expected or deserved.
**It has provided endless opportunities for pedophiles, rapists, thieves, and cowards to indulge their perverted tastes while parading as heroes.
**It has stood true human rights on its head by faling to recognize the veriest fundamentals of human rights and putting countries the likes of Syria on the HR commission while pretending the US is a chief violator.
I am sure there are other like situations in which it has succeeded; it mainly serves as a stage for playing let's pretend, and the producers/directors of this farce are the same who wrote, produced and directed "The Emperors New Clothes."

The bottom line on this so called "insurgency" is that it is targeting a duly elected regime. What is even worse is that this so called insurgency is primarily funded and supported by foreigners operating out of Syria and Iran. Sooner or later the head of this serpent is going to have to be cut off. Either Syria or Iran is going to have to be militarily confronted.

True, however do we have to do the dirty work? I am getting tired of fighting for muslims that prefer to have others fight for their freedom, and don't really appear to want to fight for themselves???? and don't appear to even appreciate what we have done for them??? The new leadership needs to confront this head on, take up for themselves and show us that they appreciate what we have done for them. And really take up the fight for themselves, such and turning in the bacon eaters like Zarqowi (sp) and osama, the Iraqis really need to be taking the fight to the so called "insurgents" I would call them gangs or thugs, not worthy of even funerals when terminated. Burn their butts and be done with them, IRAQI PEOPLE! Live your life in freedom, not ruled over by bullies and thugs. It is up to YOU! I have been for this war 100% from day one, however, I am getting tired of seeing American Military being killed because the Iraqi government and military has not stepped up, it is time to do it now, or you will loose support from the American People. When I say step up, YOU need to turn in the gangs and thugs, don't be intimidated by them, turn them in to the Americans and they will go away. Why do I have to tell you this, YOU should know what to do! Nuff said!

March 10, 2005: While spectacular suicide car bombings continue, the overall level of attacks continues to decline, as it has since the January 30 elections. The terror attacks now are being done mostly for the benefit of the foreign media, for the killings are only making the population more hostile to the al Qaeda and Sunni Arab groups that are responsible for nearly all the violence. The terrorists are being hit as never before, with more police raids into neighborhoods known to be terrorist strongholds. Weapons and bomb making materials are seized and arrests made. Sometimes, the resistance is heavier than expected. A raid today in Baghdad resulted in 14 policemen and at least four terrorists getting killed, as well as 65 policemen, and over a hundred terrorists and civilians wounded. The resistance was so fierce because the terrorists are running out of places to hide. Many have already had to flee "friendly neighborhoods" several times in the last few months. Terrorists are having a harder time recruiting because of this, and many terrorist cells are down to the hard core. These guys will stand and fight, and get killed. Iraqi media is playing the battle between the terrorists and the security forces for what it is, gang-busters. Confessions of captured terrorists are televised, and camera crews increasingly accompany the Iraqi police on their raids, or to crime scenes where the bodies of terrorist victims have been discovered.
