Requirements for passage

1. 3/5 majority in both the House and Senate, as a 3/5 majority is constitutionally required to implement a pre-emption clause that overrides local ordinances.

2. 2/3 majority in both the House and Senate, as this is required to override Governor Blagojevich's promised veto.

This is good news. I've faced robbers twice in Illinois (once in Chicago and once in Evanston). I wish I'd had the option of being legally armed for protection -- but Illinois doesn't recognize my Indiana permit.
