I apologize for my ignorance, what is the main difference between a bond and a bail??

You usually can buy a bail bond for 10% of the bail ammount.
I guess my question is, is there an amt. of money that can be posted so that this guy CAN get out of jail until the trial?? Reason I ask is that BTK also had a bond amount and I didn't really know what that meant and if an amt. (however high it might be) CAN be posted that is absolutely insane. In BTK's case he was untracable for 30years, why not remand him???
I just don't know, is why I'm asking... I may be completely wrong and there is NOT any way he can be allowed free until trial... thanks
