A modern handgun should be 100% safe to keep with a chambered round. Glocks are designed to be carried like this. When SHTF, do you want to be racking the slide? You may not even have a free hand to do so. That being said, this is why modern handguns are designed to be drop-safe. I'd be surprised if this was a Glock, Sig, Beretta, etc. Probably some knock-off POS, or a pocket-pistol. Many of them are not drop safe. I like Kel-Tecs, but I don't own a P11 because I know it is NOT drop safe.

My answer to this was to buy a S&W .38 Chiefs Special -- no hammer to catch on clothing, comes right out of the pants pocket quickly, hard to accidentally pull the trigger when drawing. and not much in the way of moving parts to jam. The down side is it only holds five rounds. I still thought, however, when surprised the ease of use outweighed other needs. I sometimes think a semiautomatic as a backup could further advance my advantage. But, then I would begin to think I was a bit paranoid.
