Army Putting 19,000 E-4s on Fast Track to Promotion
Military Network ^ | 3/7/2005 | US Army

With a shortage of active-duty sergeants, the Army is allowing 19,000 qualified corporals and specialists to automatically be placed on the promotion list for sergeant, instead of having to wait for a commander to recommend them for advancement to that rank. The Army currently needs about 1,500 more sergeants from 31 specialties. Until now, soldiers who hoped to move to the E-5 level required a commander's recommendation to go before a promotions board of senior NCOs. From now on, soldiers will automatically be placed on the E-5 promotion list as long as they meet the minimum requirements. That means 19,000 active-duty soldiers who otherwise would not have been eligible for sergeant's stripes will go on the March list. But that does not mean those 19,000 troops will get promoted. Unit commanders will get a copy of the new list, and will have 15 days to strike any of their soldiers they believe should not be promoted.

Look for the lawsuits filed by those "stricken" from the list.

After Clinton gutted the Air Force NCO ranks back in '94, the AF started giving away E-5. They still do.

I read the 'related article' which said see the list of the 31 MOS' with shortages. Couldn't find it. My son is an E-4 in Intel.

Should be somewhere on the Perscom web site. Either here, here, or here. You'll have to look around.

This list of MOSs shows which ones are over and under. If they are allowing in but not out, it is undermanned, if they are allowing out but not in, then it is overmanned.

It looks like the 31 MOS may be undermanned if I am reading it correctly.

Not unusual in wartime. During Viet Nam I went from (Army) E-1 to E-5 in a year and a half.
