Not purely, but I agree mostly. But maybe that's why eugenics is the wrong idea. Unlike farm animals, what humans become has mostly to do with their cultural programming. Human genetics is only a raw material. Culture is much more significant in who we become and what we can do. It's more important to focus on improving our childrens upbringing than their raw materials.
Most human evolution occurs during war, both cultural and genetic. About 10% of the people during the 20th century died related to war. Before that the percentage was higher. During war, the tribes with the better culture, and to some degree genetics, tend to survive more. A recent example: the European Jews that survived Hitler were more the Einsteins than the lower class.
