Are they talking about your middle and pinkie fingers. Deep in the article they say the ring finger is the fourth. Therefore I guess they mean the index finger is the second.

It's from Reuters, so they are using British terminology where the thumb is the first finger, index finger is the second finger, and so on to the pinkie being the fifth finger.
