I'd forgotten about this thread until I got pinged. I had hoped to see a response to your questions. I found this link that does a good job summarizing Spain's Franco period.
Seems only one decade stands out as remarkable (1960's) but those "years of development" were driven primarily by the tourism industry. Of course, to enjoy this boom one had to live under a fascist state defined by heavy handed authoritarian rule. The rest of the years were pretty austere.
