BUENOS AIRES, March 4 (RIA Novosti correspondent Yury Nikolayev) - Russia and Uruguay have agreed to draw up a cooperation program for the period from 2005 to 2010.
The parties reached this agreement at a meeting between Russian Central Election Commission chief Alexander Veshnyakov and Uruguayan President Tabare Vazquez on Thursday, reported the Russian embassy in Uruguay.
Veshnyakov heads the Russian delegation at the inauguration ceremony of the new president of Uruguay Tabare Vazquez.
Mr. Veshnyakov handed over President Vladimir Putin's message to his Uruguayan counterpart.
Mr. Veshnyakov updated President Vazquez on prospects and areas of cooperation in the energy sector, cattle breeding, oceanography, and measures against natural disasters.
They also discussed the proposal advanced by President Ugo Chavez of Venezuela to modernize oil refineries in Montevideo, the project that will involve Russian enterprises, according to the embassy.
The conferees also focused on intensifying Russia's contacts with the Southern Cone Common Market (MERCOSUR), as Uruguay is taking the presidency in the organization in July 2005, the Russian diplomatic mission noted.

Uruguay can't afford more than one MiG fighter.
Once they get the new Marxist Bloc in place with Chavez as the new Castro, Red Dawn will no longer seem so fantastic.
All they need is a little more Chinese cash and Russian weapons and advisors and there will be 600 million waiting to head north.
