SPRINGFIELD -- Inserting jewelry into the surface of the eyeball soon could be against the law in Illinois. A House committee approved legislation 11-4 on Thursday that would criminalize the practice.
Sponsored by state Rep. Kevin Joyce, D-Worth, the proposal would make it a felony punishable by up to three years in prison for anyone who performs the procedure.
State Rep. Constance Howard, D-Chicago, was one of four lawmakers who voted against the measure. Howard questioned whether the prohibition was an infringement on people's rights.
"I don't want people to get earrings on their tongues and navels and all that stuff either, but why is it my business where they want to put jewelry?" she said.
Joyce's idea for the eye jewelry legislation stemmed from reports of a trend hitting the Netherlands. The procedure involves inserting a tiny piece of specially developed jewelry -- the range includes a glittering half-moon or heart -- into the mucous membrane of the white part of the eye under local anesthetic at a cost of $610 to $1,232.
Joyce said the initiative was a preventative measure that would protect the "wayward teen who may be trying to rebel."
This wouldn't be the first time that lawmakers intervened in body alterations. In August 2003, Gov. Rod Blagojevich signed legislation that prevented individuals from performing tongue splitting.
That proposal's sponsor, state Rep. David Miller, said splitting the tongue's tip posed the risk of infection from bacteria in the mouth. He also said a person's speech could be affected by scar tissue and the splitting itself.
The state also has laws on the books regarding tattooing and body piercing.
House Bill 481 now moves to the Senate for further consideration.

There are people who are trying to be turned into a different species through tattoo's and stuff, some are sharpening their teeth into fangs and splitting their tongues like snakes....
Now they have started a 'rights' group to protect the transspecies... or whatever
